An innovative biodiversity mainstreaming method to translate the Kunming-Montreal Global Biodiversity Framework

In order to halt the loss of biodiversity, the BIODEV2030 project is proposing an innovative approach to integrating biodiversity (and the services it provides) into the economic sectors of 15 pilot countries, involving all stakeholders in society. Taking biodiversity into account is a prerequisite for sustainable development, and must be systematically integrated throughout production and value chains, in the sectors identified as having the greatest impact.

The challenge: safeguarding biodiversity

The trend towards species decline, population erosion and ecosystem degradation has continued since 2010. One million animal and plant species are threatened with extinction. The health of the ecosystems on which we and all other species depend is deteriorating at an unprecedented rate. The most vulnerable human populations, often dependent on the resources offered by nature, are the most exposed to the loss of biodiversity accelerated by these policies. According to IPBES, 20% of the world's population depend on wild species for their food and income; in Africa, 62% of rural populations are directly dependent on ecosystems and the environmental goods and services they provide.

In view of all this, sustainable development strategies must aim for co-benefits in four areas: mitigation, adaptation, development and nature. Although progress is being made, the actions taken to conserve natural resources and manage them more sustainably are still insufficient to curb the direct and indirect causes of nature's degradation. In view of the crucial value of the services provided by nature, funding to preserve biodiversity on a global scale remains very low. Indeed, according to the World Economic Forum, almost half of the world's GDP is linked to healthy ecosystems capable of providing services such as clean water, crop pollination and pest control. It is therefore now urgent to reverse the decline in biodiversity and preserve ecosystems if we are to achieve our sustainable development objectives by 2050, by involving all stakeholders.

 

The solution: integrating biodiversity across the board to limit pressures

Biodiversity mainstreaming, or biodiversity mainstraming, generally refers to ensuring that biodiversity (and its services) are fully and adequately taken into account in policy and practice decisions, both public and private, that rely on and influence biodiversity. Integration also means taking into account the full range of impacts on, and dependencies on, biodiversity encountered throughout production and value chains.

The Kunming-Montreal Global Framework for Biological Diversity (2022-2030) calls for a genuine integration of biodiversity into all sectoral public policy instruments in the broadest sense (regulations, research programs, taxation, subsidies - in particular reform of harmful subsidies...). Implementing these profound changes in the production, consumption and financial practices of economic players in the public and private sectors requires the support of civil society, local authorities and communities.

Finalized in December 2022, the BIODEV2030 project has helped to structure and support the conditions necessary for dialogue with all stakeholders from key sectors identified on the basis of a threat diagnosis. These stakeholders were mobilized and worked on "voluntary commitments" (VCs), or identified avenues for commitment to ensure that biodiversity is taken into account in their activities.

One Forest Summit

Translate voluntary sectoral commitments into sectoral public policy instruments, and implement them in positive nature projects in pilot areas. 

 

The BIODEV2030 method makes it possible to tackle the causes of biodiversity decline, by encouraging all stakeholders to commit to its preservation, and by promoting voluntary initiatives based on scientifically sound objectives and multi-stakeholder dialogue.

During the first phase of the project, the pilot countries formalized commitments (to be found here) aimed at reducing the pressures on biodiversity in one or more key economic sectors for the country's economic development and the protection of biodiversity, such as agriculture, mining, livestock farming, forestry, fishing, and/or commodity chains such as corn, cotton, gold mining, etc. The dialogue established within the multi-stakeholder platforms supported by BIODEV2030 has fostered the emergence of a shared national vision for transforming productive practices in favor of biodiversity. This approach will inform the sectoral public policy reforms needed to implement the Kunming-Montreal framework, while helping stakeholders in the pilot areas to collectively define actions to reduce pressures on biodiversity.

Support national public authorities in their reform of sectoral public policies to take better account of biodiversity through :

  • Multi-stakeholder dialogue forums operating at national level
  • Identification of the main public policy instruments for supporting changes in production practices, in conjunction with sector ministries and financial players.

Help stakeholders in pilot areas (private, public, CSOs) to collectively define actions to reduce pressures on biodiversity through :

  • Organization and facilitation of a dialogue to define priority actions reconciling development and biodiversity on the scale of a pilot territory.
  • Building projects with a high positive impact on biodiversity, ready for financing

BIODEV2030 is an experimental approach being implemented in 15 pilot countries with diverse socio-economic, environmental and geographical contexts. To provide the governments of each country with the means to identify and initiate, in conjunction with the private sector and civil society, far-reaching changes in the sectors of the economy that have a strategic impact on the country's development and biodiversity.
