On Wednesday March 22, BIODEV2030 teams and stakeholders took stock of 3 years of implementation in 16 countries, at a conference organized at AFD. The event provided an opportunity to share the results and lessons learned from this biodiversity mainstreaming method, with a view to providing keys for implementing the Kunming-Montreal global biodiversity framework on the issue of mainstreaming.
Numerous testimonials from country players
The conference entitled " Mainstreaming and implementing the Kunming-Montreal Global Biodiversity Framework: sharing experiences from the BIODEV2030 project " drew on testimonials and feedback from numerous beneficiary countries. The Director of WWF Gabon, the National CBD Focal Point in Ethiopia, the AFD Mozambique Agency Director, private sector representatives from Tunisia and Mozambique... were just some of the participants who shared their experiences of the benefits of the BIODEV2030 method for engaging sectors on biodiversity. Their feedback helped identify the difficulties encountered and the levers activated in implementing the project.
At the heart of BIODEV2030, multi-stakeholder dialogue platforms
Stakeholders were also keen to emphasize the importance of multi-stakeholder dialogue platforms during the course of the project. BIODEV2030 has in fact enabled discussions on biodiversity issues to be decompartmentalized, thanks to the cross-sectoral mobilization of society as a whole within these platforms. Despite difficulties in engaging certain stakeholders, and the long time needed to come to grips with the links between sectors' dependence on and impact on biodiversity, testimonials have shown how much stakeholders have contributed to the production of scientific diagnoses and the concerted elaboration of sectoral commitments to reduce pressures on biodiversity.
This mobilization has also crossed borders. Indeed, as Stéphane Pailler (deputy director for environment and climate at the MEAE) pointed out, BIODEV2030 helped build a coalition of countries in favor of ambitious biodiversity preservation targets at COP15 (Montreal, December 2022).
Capitalisation - Practical guide #2: creating and running a multi-stakeholder dialogue platform
A key role in public policy reviews
While private stakeholders in priority sectors are the project's main target, BIODEV2030 is also a lever for building and strengthening dialogue with national authorities, as Emilie Petereit, AFD's agency director in Mozambique, points out. Through the voluntary commitments negotiated, stakeholders participate in the revision of sectoral public policies and national biodiversity strategies.
With a view to implementing voluntary sectoral commitments, financial players have also been made aware of biodiversity issues in the majority of the 16 pilot countries, including the sector's commitment in Tunisia.
BIODEV2030 Phase II: towards implementation of voluntary sectoral commitments
The event was an opportunity for the French Ministry of Europe and Foreign Affairs and the AFD to renew their political and financial support for the BIODEV2030 project, announcing a second phase of the project, starting in 2023.
In addition to continuing the dynamic of multi-stakeholder dialogue, this new phase will focus on two main areas:
1/ translating sectoral voluntary commitments into pilot projects
2/ integrating biodiversity into sectoral public policies by drawing on field experience.
